CMS issued new regulations in three phases. Phase 1 was Nov. of 2016 with regulations which for the most part, were already in place. Phase 2 came and went Nov. of 2017. Phase 3 was to be Nov. of 2019 but was extended with a predicted implementation date the 2nd quarter of 2020.
