Rain Gardens and Salmon

In recent years most would agree that water conservation has become more important than ever.
What's is a rain garden? How can installing a rain gardens help storm water drainage? Where does all the "stormwater runoff" from roads and parking lots (impervious surfaces) go? How does a rain garden help salmon?
